Fractional Operations & Systems Manager

About Phillip Williams

I help owners of growing companies solve the operational problems that keep work, decisions, and employees dependent on them — and I stay involved to manage the fix.

My strongest work happens when a business has outgrown its informal way of operating. Departments stop communicating, important processes exist only in employees’ heads, routine decisions continue flowing back to the owner, and growth creates more disorder instead of more capacity.

I interview the people doing the work, map how the business actually operates, identify the constraints creating the most damage, and then serve as the fractional operations manager who puts practical workflows, controls, documentation, and systems into operation and keeps improving them.

My background spans business operations, manufacturing, software, compliance, financial controls, organizational growth, and international delivery. Technology should support the operating process, not define it — automation and AI are tools I apply when they genuinely help, never the starting point.

What this looks like in practice

A few representative results from reducing owner dependency and building operational capacity:

  • Built and managed a 35-person international delivery organization
  • Helped increase annual revenue from approximately $250,000 to more than $1 million by building the operational capacity to support growth
  • Established an operating company and delivery office in the Philippines
  • Helped recover a failing client relationship that resulted in an immediate $50,000 purchase order
  • Reduced owner involvement in accounts payable from approximately 4–6 hours per month to under 15 minutes while improving financial controls
  • Modernized ISO document control and reduced expected annual audit effort from approximately two days to less than four hours
  • Combines operational analysis, workflow design, documentation, implementation, and technology to reduce owner dependency

How I work

Every engagement begins by understanding how work actually moves through the business.

Rather than starting with software, organizational charts, or preconceived solutions, I interview the people performing the work, document the real workflow, identify where decisions, delays, and dependencies occur, and focus on the constraints creating the greatest impact.

Only after the operating process is understood do I introduce documentation, delegation, accountability, automation, or technology — and then I stay on to manage it.

The objective is not to create more complexity.

The objective is a business that keeps running well with far less dependence on the owner.

Who I work best with

Ideal clients include:

  • Owner-led businesses
  • Annual revenue generally between $500,000 and $5 million
  • Leadership recognizes the business cannot continue operating the current way
  • Growth has exposed weaknesses in communication, workflows, delegation, or accountability
  • Leadership is willing to participate and implement meaningful operational improvements

The work is not complicated to understand. It is simply rarely done well: fix the workflows and systems a business depends on, assign clear ownership, and manage them until the operation runs without everything routing back to the owner.

If that is the position your business is in, the next step is a short, direct conversation to determine whether fractional operations management is the right fit.
